It's the basic method by creating two layers and using the blending mode.
Here we go !
1. Open a new document (ctrl+N) 3600x3600 pix, 300 dpi
2. Choose the color from your color scheme and fill the first layer with it.
3. Add a new layer (shift+ctrl+N). Now we are going to add some texture.
You can take a picture of a nice texture and resize it ( you can google textures too! ) or use a ready -made texture overlay.
4.Select the texture layer, and change the blending mode to 'overlay'.
5.This is what your paper looks like! Save your paper as JPG.
If you want something 'more' - just add some brushes, shapes or add more textures and play with the opacity !
